Soulseek rings

Add WASTE-like functionality to Soulseek by maintaining a 'ring' of users in a db on a password-protected web site. Once the user joins, an app polls the list every so often and adds/deletes users from the soulseek friends list as necessary, as well as adding a chat autojoin.

Current issues: Soulseek doesn't like changes to its friends list and chat config files while it is running, so the (windows) client would have to be shut down for this to work.
