• Option to burn an M3U to the CD
• Option to rename files (on the CD) in order of playlist, starting with 001 - skdjfsdkj.mp3

Try the Nullsoft Scriptable Install System.  Free, by the makers of winamp.
There's not really an installer system built into windows that you can use
without paying.
